James B. Duncan, accused of masterminding a $142 million mortgage and securities fraud based in Murrieta, Thursday was denied a reduction of his $5 million bail by a judge who said Duncan poses a threat to public safety.
Riverside County Superior Court Judge Richard T. Fields, who previously had lowered Duncan’s bail from $144 million to $5 million, was not swayed by the arguments of Duncan’s lawyer, James J. Warner, that his client has no history of criminal violence and had not tried to flee during the three years he was under investigation by local and federal authorities.
